Embracing the Third and Fourth Biennial Report, 1883-1885

Whilst the greatest effort has been made to ensure the quality of this text, due to the historical nature of this content, in some rare cases there may be minor issues with legibility. I propose to speak in this address upon that movement in the history of the Territory of Kansas which resulted in the formation and adoption of what is known as the Leavenworth Constitution. Four constitutions were framed as the organic law, before this State was admitted to the Union. The Topeka Constitution, which was the first in order, was adopted by the convention which framed it, on the 11th day of November, 1855, and by the people of the Territory at an election held December 15, 1855.
