After the passage of the Voting Rights Act of 1965, legislation had been urged for over two decades to create a national voter registration system designed to make registration easier and more uniform from state to state. The National Voter Registration Act of 1993, the so-called "motor-voter" bill, was signed into law by President Clinton on May 20, 1993. It required states to establish voter registration procedures for federal elections so that eligible citizens might apply to register to vote simultaneously while applying for a driver’s license, by mail, and at selected state and local offices that serve the public.
