Born in 1938, Willie McCarney graduated as a teacher and then moved into teacher training, later becoming a Lay Magistrate. He was elected Chair of the Northern Ireland Lay Magistrates” Association, Chair of the British Juvenile and Family Courts” Society and President of the International Association of Youth and Family Judges and Magistrates.
