Anthony Ruffa is the Director of Transition at the Naval Undersea Warfare Center (NUWC), Newport, RI, USA. He holds a Ph D in Applied Mathematics from Yale University, USA.


Bourama Toni is a Full Professor and Chair of the Department of Mathematics at Howard University, Washington DC, USA. He holds a Ph D in Mathematics from the University of Montreal, Canada.
