Shortly after Operation Just Cause, where the U.S. invaded Panama and removed Manuel Noriega, the news media reported soldiers were shipping cocaine back in duffle bags through the APO. DEA working on a tip, in Sunrise Florida, busted an Army Staff Sergeant with $150k in a shoe box, that tested positive for cocaine. He confessed and agreed to assist CID with identifying his suppliers. BO Williams was hand-picked for the assignment. The result was the largest drug bust in the southeast at the time.
