The people of Hong Kong have long suffered from drought and water shortages, especially the severe drought in 1963, during which Hong Kong supplied water to citizens every four days. The Chinese General Chamber of Commerce in Hong Kong and the Federation of Hong Kong and Kowloon Trade Unions jointly appealed to the Guangdong Provincial People’s Government for help. The Guangdong Provincial Government immediately responded and supplied 20, 000 tons of water to Hong Kong free of charge every day. At the same time, the Guangdong Provincial Government reported this situation to the central government.
