The application for an appropriation to defray the neces sary expenses of the committee was presented to the Board of Directors of the National Educational Association, but no action was taken by that body until July, 1894, during the meeting at Asbury Park, N. J., when the sum of one thou sand dollars was set apart for the purpose.
