James G. Mc Gann is a senior lecturer in international studies at the Lauder Institute, director of the Think Tanks and Civil Societies Program, and senior fellow at the Fels Institute of Government at the University of Pennsylvania. He is also a Foreign Policy Research Institute senior fellow and director of its Think Tanks and Foreign Policy Program. He has authored over fifteen books on think tanks, including The Fifth Estate: Think Tanks, Public Policy, and Governance (Brookings 2016), and is the creator and editor of the annual Global Go To Think Tank Index.
