Victor Bulmer-Thomas es director del Royal Institute of International Affairs, profesor emérito en la University of London, investigador del Instituto de Estudios Latinoamericanos de Londres (ILAS) y director del Schroder Emerging Countries Fund. Entre 1986 y 1997 fue coeditor de la Journal of Latin American Studies, y entre 1992 y 1998 fue director del ILAS. Es autor, entre otras obras, de « The Political Economy of Central America since 1920 » (1987). Asimismo, participó en las compilaciones « The United States and Latin America: The New Agenda » (1999) y « Regional Integration in Latin America and the Caribbean: The Political Economy of Open Regionalism » (2001).
