Paul Harvey Collins was the son of an Island Boy who was raised on Sullivans Island South Carolina. When he was in High School he and a friend from the upper part of the State were on a Civics Class trip to the South Carolina legislature at the same time. They were not impressed by the workings of government and decided to enter politics as a career. They made their lifes work the improvement of government. After college and law school they were elected to the South Carolina legislature and made important changes to the governments of several areas of the State. They reduced the number of governments and reduced the size of the governments by mergers of governments. This achievement lower the overhead cost of government and improved the effectiveness of the governments. They were elected to the Federal Congress and were very dissatisfied with their ability to get things done. The Congress remained a Do Nothing Congress, but they were able to get other States to merge county and city governments and reduce overhead cost. Paul Harvey Collins was elected President and greatly improved the Executive Branch of the government. He reduced overhead cost of that Branch. He was able to improve governments in the Islamic world and bring Peace and Prosperity to the world. Near the end of his second term as President he was able to have a Constitutional Convention that provided a new effective and efficient method of government for the United States of America. The new Constitution provided a unicameral legislature of a Senate with the one hundred members elected from near equal population Senate Districts. The Senate appointed the President who served like a Chief Executive Officer in a corporation. The President served at the pleasure of the Senate as a Chief Executive Officer serves at the pleasure of the Board of the Corporation. The author considers himself a radical. Radicals think outside the box and not limited by the Status Quo box. My career was in medical education. My time was spent in doing medical research, administration, and teaching, in that order. Thus much of my career involved the use of the Scientific Method. The methods and procedures of the Scientific Method have been used since the seventeen century to characterize natural science. The Method involves observation, measurements and experimentation. One generally forms a hypothesis from known data and designs experiments to test the theory. The process leads to the discovery of new knowledge. Price pointed out in his book titled: Little Science; Big Science, published in nineteen sixty most of the scientists, who have ever lived, are alive today. This is because of the rapid growth of population. The study of logic, decision-making, and problem solving have occupied much of my career time.
I have always believed that the success in decision-making and problem solving by any institution was directly related to their organization. The organization chart and the ability to use the chain of command has a major effect on their ability to make creditable decisions and to solve problems. Observations have shown the nearer the decision is made to the people involved the less the adverse effects on the companies operations.
It does not take a genius to know that when governments are deduced in number and size the cost of government is reduced. When the cost of government is reduced there are funds for purchase of items needed or used by society. When such Items are purchased there is an improvement in the nation’s economy. When there is an improvement in the nation’s economy employment is increased and the salaries are higher. When there is an increase in the number of people who are employed and the salaries increase the tax base is increased and the government can collected additional tax dollars. Thus, reducing the number and size of governments improves efficiency and provides effective results for society.
