Arnold G. Fisch, Jr., received the B.A. degree from the State University of New York at Albany. During the Vietnam War he served as a communications and crypto-security officer with the U.S. Navy. Subsequently, he received an M.A. degree from the University of Rhode Island and a Ph.D. degree from Pennsylvania State University, where he was a part-time instructor. Dr. Fisch joined the federal government in 1974 as a foreign affairs analyst, and since 1979 he has been a historian with the Army”s Center of Military History.
