Congressional interest in small business access to capital and the SBA’s 7(a) program has increased in recent years for three interrelated reasons. The combination of these three factors has led to increased concern in Congress that small businesses might be prevented from accessing sufficient capital to enable small businesses to assist in the economic recovery.
