Their fragile peace shatters when Mayor Thorne, a vestige of the old order, decrees a crippling tax on the city’s vertical farms, a thinly veiled land grab for his sinister Project Gaia.  Thorne, in league with the shadowy Thorne Industries, plans to exploit the ingenuity of the urban survivors, creating luxury havens for the elite while leaving the rest to perish.

Jonah, torn between pacifism and the escalating need for action, realizes their only hope lies in uniting with the scattered pockets of resistance throughout the city.
