From their pre-World War II invasion of China until after the emperor agreed to surrender, Japanese soldiers committed unspeakable acts, including rape, murder, mutilation of corpses, and enslavement of civilians.

The apparent determination of the Japanese emperor to fight an Allied land invasion to the death further escalated the dilemma within the Roosevelt and Truman administrations over whether to use the recently invented atomic bomb…
