Emerson has worked as an international public sector development consultant serving as Chief Technical Adviser and Team Leader for numerous multi-disciplinary programmes and projects in over 30 countries. His experience covers the design, implementation and management of major programmes and projects in support of Sustainable Development Goals, National Medium Term Development Plan, National Development Strategy and Policy Agendas, Poverty Reduction Strategy, European Development Fund Programmes and Multi-Donor Trust Fund Programmes.
He has made representations before several committees including, Budget Priority Committee, Parliamentary Committee, Public Service Commission and Tribunals and have produced and published numerous professional articles, conference papers and reports.
