James Bryce (1838-1922) was born in Belfast, Ireland, and studied at Glasgow and Trinity College, Oxford, and as a fellow at Oriel. He practiced law in London before returning to Oxford to teach civil law from 1870-1893. His interest in history and world politics led to him being made under secretary for foreign affairs in 1886, joining the cabinet as chancellor in 1892, achieving the status of chief secretary for Ireland in 1905, and being appointed British ambassador at Washington in 1907. His most famous work is The American Commonwealth.
