Terry Carter was born in Columbus, Georgia, and he served as a police officer in both Georgia and Maryland from 1963 to 1994. He graduated from Maryland University with a bachelor of science degree in criminology, and he also studied constitutional law at American University in Washington, DC. Terry is now retired and lives with his wife in Glendale, Arizona, and he is father to three adopted children, two of whom are interracial.
