GEORGE MATHEW is Director, Institute of Social Sciences, New Delhi. He took his doctoral degree in Sociology from Jawaharlal Nehru University; was a visiting fellow of the University of Chicago, South Asian Studies Centre and visiting professor, University of Padova. A keen student of state and society, his studies and articles have appeared in national dailies, scholarly journals and books. His works include Shift in Indian Politics (ed.); A Day with Paulo Freire; Panchayati Raj in Karnataka Today (ed.) and Communal Road to a Secular Kerala. Panchayati Raj in Jammu and Kashmir is the second in the series of the Institute of Social Sciences’ publications on panchayati raj studies. The first, Panchayati Raj in Karnataka, was published in 1986.
