About the author
Richard Noonan studied Comparative Education and Economics of Education at Columbia University (Ed.D.) and Stockholm University (Ph.D.). As an education economist, he has served as consultant to UNESCO, the World Bank, Asian Development Bank, the International Labor Organization, and many other multilateral and bilateral international development agencies. He has published numerous articles and several books on education systems, with an emphasis on historical and quantitative description. He retired in 2012 and now devotes his time to volunteer work and writing.
