Not all international nongovernmental organizations (INGOs) are created equal, Some have emerged as ‘leading INGOs’ that command deference from various powerful audiences and are well-positioned to influence the practices of states, corporations, and other INGOs. Yet Sarah S. Stroup and Wendy H.
