Whilst the greatest effort has been made to ensure the quality of this text, due to the historical nature of this content, in some rare cases there may be minor issues with legibility. In preparing General Upton’s manuscript for publication the editors have found it necessary to eliminate certain portions extraneous to the author’s subject as well as the numerous repetitions which an unrevised manuscript is almost certain to contain. It is particularly unfortunate that the author’s untimely death in the midst of his literary work should have prevented the completion of his treatise on the Nation’s military policy to include the entire Rebellion, as well as to give the chapters already written the benefit of his personal revision.<br><br>A chapter on the military laws of Virginia, another on Confederate military appropriations, and a third on the military policy of Rome, have been omitted entire, but nothing has been excluded or eliminated from the published work which, in the judgment of the editors, would not have been cheerfully sanctioned by the distinguished author could he have been consulted in the matter.
