In 1919, the famous Paris Peace Conference was held. The state of war had finally ended, but European countries had unconsciously entered another dilemma. The defeated countries were facing severe sanctions, while each victorious country expected to get more benefits. After the signing of the Treaty of Versailles, the International Union was established, and the powers reached a new balance and expected to reach a vision of permanent peace. However, the vision seemed to be that the FEI was often vulnerable. On the European continent, local battles never ended. France and Germany did not really shake hands with each other. Russia fell into civil war. Ireland demanded independence, and Turkey and neighboring countries were in a mess. Churchill still realized clearly that "the danger of war did not leave the world".
