Randy Wykoff, MD, MPH & TM, is founding dean of the College of Public Health and professor in the Department of Health Services Management and Policy at East Tennessee State University. From 1999–2002, he served as deputy assistant secretary for health in the Office of Disease Prevention and Health Promotion, United States Department of Health and Human Services.
