Girish Kumar is on the research faculty of the Institute of Social Sciences. Presently, he is coordinating an eight-state study of Panchayats: their present status and future prospects. Earlier he was with the Centre for the Study of Developing Societies, Delhi, and has been writing regularly on both national and foreign affairs. Buddhadeb Ghosh was a member of the State Civil Service of West Bengal for over three decades, before retiring as Director, State Institute of Panchayats, Kalyani. He is presently Senior Fellow at the Institute of Social Sciences, New Delhi. He has to his credit several papers on rural and urban local government. Institute of Social Sciences is dedicated to a systematic study of social issues and problems that confront India in a transdisciplinary perspective. Its findings and recommendations are made available to members of decision-making organisations such as government bodies, trade unions, people’s organisations corporate bodies and scientific communities to encourage them to enlarge the options for action. The evolution of an informed and action oriented public opinion is the primary aim of the Institute.
