Liu Qingcai, Ph D, is a Professor, Doctoral Supervisor, and the former Chairman of the Academic Committee of the School of Public Administration at Jilin University. He also served as a Part-time Professor at the Northeast Asian Research Center of Jilin University and the School of Political Science and Public Administration at the China University of Political Science and Law. He dedicated his career to the study of Northeast Asia issues, publishing more than 50 academic papers. He has edited works such as The Geopolitics of Northeast Asia in the Early 21st Century: Regional Politics and Relations among Nations and Study of Russia’s Northeast Asia Policy: Geopolitics and State Relations. He also co-authored Russia in the 1990s: Politics, Economy, and Diplomacy and Geopolitics in Northeast Asia and China’s Geostrategy, among others.
