Todd Donovan is professor of political science at Western Washington University. Caroline J.Tolbert is associate professor of political science at the University of Iowa. She is the author, most recently, of Digital Citizenship:The Internet, Society, and Participation, with Karen Mossberger and Ramona S. Mc Neal (MIT, 2007).
