The author stresses that we cannot miraculously transform the city from its present state by merely providing more infrastructure. Psyche and the mindset of the people must change. Improved infrastructure in terms of water, power, sewerage, road net-work, transportation system, educational and health-care alone cannot make it a class city. There needs to be change in attitude and thinking of the residents. The book takes the humane approach towards the National Capital and suggests that administration must be responsive.
