He is recognized as a national leader in river protection and conservation efforts, and sustainable development, He was the key strategist for the Oregon Omnibus National Wild and Scenic Rivers Act (1988), the largest river protection act in the nation”s history for the lower 48 states.Mary Scurlock, J.D., is staff policy analyst for the Pacific Rivers Council, Inc., providing legal and policy analysis and research for PRC”s National Rivers Policy Project. She is currently working on issues related to funding for watershed and fish habitat restoration.Chris Frissell, Ph.D., is an aquatic ecologist and a consultant with the Pacific Rivers Council, Inc. Dr. Frissell”s research interest is the study of fish meta-populations and their habitats. He has also led scientific workshops on new strategies for watershed restoration.James Karr, Ph.D., is Director of the Institute for Environmental Studies at the University of Washington. Dr. Karr has developed the Index of Biotic Integrity (IBI), a biologically based method to evaluate the quality of water resources, landscape ecology, avian demography and conservation biology.
