The articles in this special issue question existing educational policy reforms and particularly the unchallenged views that "reforms" automatically translate to positive results. The articles adopt pertinent aspects of dystopian narratives and raises the question of how contemporary movements, dictated primarily by neoliberal tendencies, such as ubiquitous technology, increased datafictions, heightened accountability alongside international testing regimes and private and public partnerships represented by network governance create an education system that is no longer really public but a constantly changing hybrid.
