JOHN GORDON, Ph D, is a retired U.S. Army lieutenant colonel and a senior defense analyst at the RAND Corporation’s Arlington, Virginia office. He has written widely on subjects related to defense and public policy and is also an adjunct professor at George Mason and Georgetown Universities.
