About the author

Ross Clayton is an emeritus professor and former dean of the School of Public Administration at USC.
Elmer Kim Nelson was also dean of the School of Public Administration at USC. He has a degree in law and a doctoral degree in public administration.
Chester Newland is a long-term USC faculty member as well as a National Academy Fellow.
Cristy Jensen earned a doctorate in public administration and is a retired professor of the California State University in Sacramento.
