Public administration can be broadly described as the development, implementation and study of branches of government policy. As the government draws its income from society as a whole, public debt can be seen as an indirect debt of the taxpayers. Conversely, non-governmental organization (NGO) is a term that has become widely accepted for referring to a legally constituted, non-governmental organization created by natural or legal persons with no participation or representation of any government.
