Public administration can be broadly described as the development, implementation and study of branches of government policy. The pursuit of the public good by enhancing civil society, ensuring a well-run, fair and effective public service are some of the goals of the field. Furthermore, government debt (also known as public debt or national debt) is money owed by any level of government, either central government, federal government, municipal government or local government. As the government draws its income from society as a whole, public debt can be seen as an indirect debt of the taxpayers. Conversely, non-governmental organization (NGO) is a term that has become widely accepted for referring to a legally constituted, non-governmental organization created by natural or legal persons with no participation or representation of any government. In the cases in which NGOs are funded totally or partially by governments, the NGO maintains its non-governmental status, thereby excluding government representatives from membership in the organization.
