Fundado na experiência histórica da chamada Lei Seca e em estudos recentes sobre a legislação norte-americana contra a maconha, a cocaína e a heroína, dentre outras, o autor demonstra que criminalização impõem custos severos e que é extremamente difíceis de implementar, defendendo, assim, que, de um ponto de vista econômico, a proibição efetiva é impossível de alcançar.

Mark Thornton é professor de Economia da Auburn University e pesquisador sênior do Ludwig von Mises Institute. Cursou o B.S. na St. Bonaventure University e o Ph.D. em Economia na Auburn University. Lecionou na Columbus State University e na Trinity University. Foi assessor econômico do governador do Alabama, entre 1997 e 1999. Publicou diversos trabalhos acadêmicos e editou pelo Ludwig von Mises Institute as obras The Quotable Mises (2005), The Bastiat Collection (2007), An Essay on Economic Theory (2010) The Bastiat Reader (2014), sendo autor, também, do livro Tariffs, Blockades, and Inflation: The Economics of the Civil War (Scholarly Resource, 2004).
