Through a careful analysis of selected cases-Algeria, Angola, the Congo, Cyprus, the Dominican Republic, Greece, Guatemala, Hungary, Lebanon, Laos, Yemen, and Vietnam-the author clarifies the legal and political factors limiting the United Nations’ effectiveness in containing violence and promoting peaceful change.
